DISTRICT ANNEXATION

(Permitting other properties to enter the district service area)

Many property owners outside the PLACE OF USE for MERCED RIVER WATER under wl11395 (outside the Lake Don Pedro residential subdivision) were scrambling to become part of the LDPCSD so as to be able to receive water.  Obviously, due to the water license restrictions of serving river water outside the “Official District water service boundary”, annexation was only addressing part of the problem since EVEN IF ANNEXED…..they were still prohibited from receiving MERCED RIVER WATER.

As is usually the case in PROHIBITING ANYTHING,  a way was found to circumvent this water service restriction through a process called GROUNDWATER SUBSTITUTION FOR SURFACE WATER TRANSFER. (Basically whatever amount of MERCED RIVER WATER leaving the official service area (outside the subdivision) MUST BE REPLACED with an equal or greater amount of GROUNDWATER.)

Anyway, the District in a VERY LATE ATTEMPT TO CURB ALL THE “attempted” ANNEXATIONS, established the following ANNEXATION PROCEDURE.
