Thought it something rather important and still do. Actually most of the blah blah blah is serious stuff presented in the best form I had available at the time – audio/video of LDPCSD Board Meetings; researching records (NOTE: LOCATE LAFCO STING OP- lol); posting those contradictory and baffling LAFCO Annexations (ignoring their own rules and regulations – not to mention COMPLETE DISREGARD FOR THE MR WECs (MERCED RIVER WATER ENTITLED CUSTOMERS) of the Lake Don Pedro Subdivision who will be saddled with massive and increasing expenses for perpetuity, blah blah blah…
(The secret to such calculated fraud against citizens is this….. wait long enough and the people that know the truth pass away or move away. The later option often expressed by .GOV officials who permit and benefit from this “status quo” which they do not wish to aggravate by doing their jobs*. They parrot “it’s a civil issue, get an attorney or move”.
New home/property owners, however, come up here from higher density living conditions of big towns or cities, see these beautiful rolling foothills parked between two wonderful bodies of public water; even views of Yosemite National Park in some areas of the subdivision with a good hilltop view –
– (Rest in peace Marion and James “Jim” Dean – what Mariposa County did to you was reprehensible on every level and I, for one, will never forget the hell they put you through at the end of your lives for only asking that Mariposa County enforce their own existing law and not allow the destruction of their property to construct a nonconforming road which violated several public safety fire regulations – because once again, the County refused (causing harm to others) to simply obey SRA (State Responsibility Area) Fire Safe Regulations – passed years before, much less, their own County Codes regarding development requirements, proper permits, requirements for public roadways, etc. God Bless you two for standing up for your rights yet receiving no justice in Mariposa County at the end of your,….<STOP!?>)
Where was I? Yeah, so new residents probably greatly appreciate how much less expensive their water bills are here compared to some major city. Sure, I get it – so they wonder “how could anyone complain about what they’re paying for water here?” Because, you SHOULD BE CONSUMING a better quality water for a much less cost IF THE WATER LICENSE ISSUED FOR OUR SUBDIVISION WAS OBEYED! (Ahhh, but there lies the rub… the license could not be obeyed because it was ALWAYS INTENDED TO BE STOLEN FROM MR WECs WHO WAS GOING TO PAY FOR THE THEFT FOR PERPETUITY! Diabolical yeah? LAFCOs (Local Agency Formation Commissions) they created the LDPCSD to obtain our water for all their lofty plans of foothill expansion with OUR WATER and OUR FORCED FINANCIAL SUPPORT FOR THE CONTINUING FRAUD. This is just to SOS (Same old Shit!).
There are more equitable ways to furnish water to lands outside the RIGHTFUL PLACE OF USE SUBDIVISION than to saddle those legitimate users of Merced River Water with the added costs for this “Groundwater Substitution” program (or whatever they might call it now) which requires additional processes, equipment, detailed reporting to the State of California…blah blah blah. Does anyone believe these costs are going to go down?

Anyway, while looking for something else I ran across this LDPCSD Board of Directors meeting A/V request for the (drum roll) “infamous KAMPA POU Map”. (If a fake map was used as evidence to obtain Federal Funding and/or loans,…. wouldn’t that be a crime….? I mean, especially if INTENTIONALLY PLANNED FOR 20 years with that “slumbering subdivision” by the lake – with only those involved aware? Assistance by former, and current, directors on the “acting” Board of Directors Defectors? GeeZ, can’t believe I had put all this out of the way. Not only physically in boxes and external drives, but you know? Out of my mind while trying to move on and enjoy life without such institutionalized deceit, hypocrisy, and just plain dishonesty.
Come to think of it – wouldn’t EVEN attempting to surreptitiously replace the legitimate POU map in Sacramento with Kampa’s KNOWN FAKE POU be a crime in itself? Apparently not really, when so “tight” with CSDA (California Special District Association) and other “community water” organizations. They all cover each other. So very sad and disillusioning.
Anyway…. what about that map? lol

“Hello Syndie, when the CD is ready please advise and I will make arrangements to pay for it and pick up. Also, regarding my previous requests for obtaining the MID (Merced Irrigation District) 1993 Shape file map which former GM Peter Kampa used in his multi-year costly attempt at enlarging the LDPCSD Place of Use boundary for Merced River water under WL11395 (ie, water service outside the LDP approved residential subdivision Place of Use), I have still not received this map (much less an answer as to why) from current GM Patrick McGowan despite multiple requests. What is the holdup in furnishing this PUBLIC INFORMATION? This map was unequivocally utilized under Kampa management to fabricate other government documents; apply for millions of dollars in state and federal grants; misdirect financial resources and district water service operations for over four years – all to the special benefit of owners of LAFCO ANNEXED PROPERTIES in the LDPCSD that were clearly outside the approved subdivision PLACE OF USE boundary. (In other words, the LDPCSD had no legal duty or moral obligation to provide any water service for LAFCO ANNEXATIONS – much less the unilateral right to saddle thousands of unsuspecting legal water customers in the subdivision with those substantial and increasing added costs.) This matter is something that needs to be addressed and cleared up prior to any vote on another PROP 218 to increase water rates and fees since funds from the last PROP 218 were clearly used to pursue the KAMPA water service expansion plan that was completely based on that 1993 MID shape file map. Customers have a right to understand how such an expensive multi-year LDPCSD boondoggle could have been launched and maintained for so long based on an antiquated map Kampa had apparently picked up and possessed for over 20 years (when first employed at the LDPCSD between 1994-1997) and evidently used since then in orchestrating his decades long water expansion scheme. This map has never been revealed to district customers despite multiple requests. Only the Merced Irrigation District, investigating State Water Board and Pete Kampa have been privy to this information that has been misused against legal customers of this district. Is there something else (regarding this map) that is also being actively concealed from the public prior to the next proposed rate increase Prop 218 vote? Thank you, Lew Richardson”
Oh something else I had forgotten – AFTER that August 3, 2000 FALSE REPORT OF AN ESCAPED FIRE ON MY PROPERTY was reported by a supporter of the LDPOA ELECTION FRAUD- (wife worked there too)-
(that “cheat election” where quorum requirements were wrongfully lowered for their purposes and I had my knee messed up – and the video camera and tape showing how I was injured, threatened with arrest if I did not give it to Tuolumne deputies…..then was “LOST IN EVIDENCE” and no one viewed it until I went into the Tuolumne County Victim Witness Office and complained….. Equal treatment under law? Seriously, that wasn’t the only thing that this <STOP!> …..I digress)
(that false report fire call out) – which resulted in an absolute embarrassment to everyone, myself included, WAS INDEED EXTREMELY DANGEROUS AND UNNECESSARY!
I had prepared a complaint on January 21st, 2001 for the Mariposa County Grand Jury (found the cover letter and have a good idea where the Certified Mail Receipts are, but I honestly had forgotten this interesting connection)…
The Certified USPS mailed package to the Mariposa County Grand Jury – whose foreman was a sergeant in the Mariposa Sheriff’s Office – was returned on two occasions for non pick up at the post office! Don’t remember/recall a name, but it might be interesting never-the-less to find out if involved in this most recent apparent WELLNESS CHECK SWATTING.
I’m going to close for now, this is horrible – recalling all this crap – had a headache most of the day. I rarely have headaches. Common sense would dictate just fatigue of the eyes from all the reading of papers and research online, but it’s not right that any of this is happening – to anyone.
