PART B October 16, 2017 LDPCSD Board Meeting

 

HD.  Yup, 16:9. Nice picture but longer upload. Blah blah blah… made a bunch of errors – even failed to setup the new camera properly after the recess! Always a problem if separated from equipment on other side of boardroom. lol. Anyway, I imagine it will be the same routine with buffering (maybe not, I don’t know actually) we’ll see.

What to do? They (KAMPANY & KOMPANY) continue their pursuit of further outside POU service connections. Pay others to continue the same. 24/7 somewhere someone is figuring a way to “get theirs”, while sticking the expense/loss to innocent “others”. Tried using more of the D chord for simple background sound for reading text. What the heck? A little bit different. At least it is mine and don’t have to worry about copy right infringement (the canned music I have is great and I can legally use it but figure I should save the “real music” for special projects and torture you folks with my audio expression experiments. Wish I had placed the microphone closer to PO PO but frankly (oops! Sorry PO PO), ahhh, seriously — ahhh, actually though, I was afraid he might suddenly bite it and I understand the PSI force of their jaws is quite powerful – so a piece of plastic shielded electronics likely would not have survived – better safe than sorry. later, Lew

“PO PO” THE POT BELLIED PIG RETURNS HOME!

The friendly POT BELLIED PIG that left home during the storm the other night has been returned home thanks to a number of folks.  “Angel” initially posted the information on Facebook which ultimately alerted another neighbor (Anita? sorry no pen/paper when she called this morning – sorry) who knew PO PO’s owner.   Then my neighbors Mark & Marilyn, who were originally “discovered by PO PO”, saved the day (along with the assistance of their family members and the owner) when PO PO simply refused to get in the pickup bed via a wood ramp despite the various treats offered as reward for cooperation.  Ever hear the term “Pig Headed?” LOL!   (Actually PO PO’s stubborn resistance was marked by the only time I saw him just “sit down” since yesterday afternoon!)   Mark used his utility trailer which was perfect.  Not only did it have a built in low profile ramp and was spacious – but it was sealed so it was dark and not as frightening for the slow ride home with tail wagging much of the way.  (Probably only a couple of miles by roadway – of course PO PO probably went cross country through the Natural Park on his journey of exploration.  Funny thing is yesterday the owner, Mark and I – all in separate vehicles probably passed each other around the same time – owners looking for PO PO, with us looking for PO PO’s owner.)

Fairly uneventful night thanks to a telephone call from “Stacy” the Mariposa County Animal Control Officer.   She took the time to call after hours with some care information and Pot Bellied Pig do’s and don’ts.  Quite appreciated since unable to research the matter while trying to keep PO PO off a fairly busy roadway where numerous animals have been hit by vehicles and watching to insure he did not eat something dangerous.  After receiving Stacy’s telephone call I was much more comfortable with the idea of securing PO PO (who I was calling “October” – real imaginative huh?) inside the fence to avoid a possible introduction to a “crash course” in NIGHT TIME MOTOR VEHICLE TRAFFIC – SWINE 101.

Just as Stacy advised, PO PO made several methodical checks around his new environment late into the evening until finally settling down for the night where straw and a blanket served as a bed while designating his area with the placement of food and water.  Fortunately I had generally acceptable food for the unexpected Friday Night Pig Out: an apple, dog food & biscuits, flour tortillas, cereal, a few potato chips, fruit cocktail, and chicken and livestock feed were offered and consumed.  (When PO PO received a dog biscuit he wagged his tail just like a dog!)

I had a couple of beers while guarding against PO PO’s penchant for playful “from behind nips” which were (to be honest) kind of scary after seeing all those teeth during one of  those big “pig yawns”!  Or when attempting to place a rope around that large area of  “non-neck” on a Pig!  Yes, lol, but seriously at the same time.  Instead of the normal pattern of a head, neck, and back with many animals ….with a Pig,  it is only “head-back” no real “neck” of which to speak.  (Humm, cartoon series of a notorious cattle rustling gang of Pig cowboys who couldn’t be hanged by the sheriff or marshal because they had no necks?   The unsolved murder/disappearance of a traveling necktie salesman who didn’t realize the door he knocked on was to be answered by a neckless Pig on a drunken wine binge because he couldn’t wear fancy colorful ties?  Or maybe….. ok, I’ll quit.)

But remember that movie with the human eating hogs? Was it Silence of the Lambs or Hannibal? Where they fed the bound victim to musically conditioned hogs in an arena?  YIKES!  When PO PO yawned I could almost see those movie trailers playing in the back of that echoing cavern.

Nope.  It was settled with that yawn – PO PO would not be sleeping on the bed with Liz no matter how well he promised to behave!

Fantastic learning experience for all of us – including Liz who confirmed that PO PO was definitely sociable but could also move quite quickly if the subject of a bit too much canine sniffing!  lol  Picked up some video and stereo recordings of PO PO eating, snorting, and meandering around the place which might end up in some kind of audio/video production.  But of what?  Hum,  piggish behavior?…..Guess I’ll just have to mull that over for a bit, but am sure it will turn out just swine.

PART “A SO GOSIP PRESENTATION?” October 16th, 2017 LDPCSD Monthly Board Meeting

Some rain last night/early this morning.  Power outage around 0300hrs – tired.  Had to start the slow video uploading process again.

YES INDEED.   I think it a great idea that those benefiting from Kampa’s publicly funded GROUNDWATER SUBSTITUTION PROGRAM for LAFCo property annexations outside the MIDPOU for WL11395 come to meetings, identify themselves, and explain their particular “want water” situation.  The Board of Directors and Pete Kampa continue to refuse to explain why the MR WECs (MERCED RIVER WATER ENTITLED CUSTOMERS) of the LDP subdivision should pay for this expensive special benefit – maybe some of those receiving the benefit could explain the logic or fairness?

DIRECTOR EMERY ROSS SURE HAS NOT AFTER TWENTY SOMETHING YEARS OF CATTLE RANCHING WITH SPECIAL BENEFIT GROUNDWATER SUBSTITUTION.

Kampa has clearly gone to great lengths to conceal the identity of some of his “SLEEPING ANNEXATIONS” from 20 years ago.  Likely because they provide evidence of a powerful motive for his return to LDP and exactly WHAT he was tasked with completing for the DIRECTORS THAT ORCHESTRATED HIS “SNEAKY UNETHICAL RETURN”.

After all, who better to complete these “SLEEPING ANNEXATIONS” (through development of an ALTERNATIVE GROUNDWATER SOURCE with PUBLIC FUNDS/GRANTS) than the individual responsible for their creation 20 years  earlier when starting his infamous water career (1994-1997)?  Especially someone who advertised about being influential with the Sacramento “movers and shakers” in the state water industry – heck he has even been a board member for the CSDA (CALIFORNIA SPECIAL DISTRICT ASSOCIATION) for many, many years.

I’ll tell you this……”SNEAKY PETE” Kampa has completely changed my perspective of the CSDA that’s for sure.  Well, wait a sec, that’s too early to call, let me rephrase that, IF the CSDA permits a character like PETE KAMPA to remain as a representative of that organization after what he has clearly done to the LAKE DON PEDRO COMMUNITY SERVICES DISTRICT during the last 20 years, yes indeed, my prior positive opinion of that organization would definitely change.

Actually I have been searching for CSDA’s Board election results since all selected Board Members were to be introduced at the Annual Conference in Monterey, CA in September 2017.     Haven’t been able to find the results.

Although there could be a number of reasons why those CSDA ELECTION RESULTS have not been advertised I find it rather curious.  I still hope some needed correction might be taking place within that organization —  rather than possibly only demonstrating through example exactly where PETE KAMPA learned how to so expertly conceal relevant and truthful facts from the public.  

HURRY!  PETE KAMPA CAN GET THE GOVERNMENT FUNDS TO FINISH THESE COUNTY LAFCo (Local Agency Formation Commission) ANNEXATIONS BUT HE NEEDS THE CALIFORNIA DROUGHT EMERGENCY TO CONCEAL, JUSTIFY & CONFUSE THE ACTIVITY!

   (Does that sound like responsible fiduciary duty?)

YUP KUDDOS to real estate business owner PETER  SCHIMMELFENNIG for taking a stand and explaining one of the potential uses for KAMPA’s intended sale of our supposedly dedicated EMERGENCY DROUGHT WATER.

My appreciation for Mr. Schimmelfennig’s appearance and explaining one of the proposed uses by a prospective property purchaser does not mean I agree with the plan or believe it worthy of scrapping a COMMON SENSE REGULATION prohibiting further EXPENSIVE SPECIAL BENEFIT GROUNDWATER REPLACEMENT FOR PROPERTIES NOT ENTITLED TO MERCED RIVER WATER – because obviously I do not.  (Incidentally -EMERY ROSS voted against that prohibition and DANNY JOHNSON completely missed the meeting when the vote was taken back in 2013.)

Realtor Peter Schimmelfennig took a stand in HIS BELIEF such intended groundwater use is reasonable.

OUR “SNEAKY PETE” does what he wants, hides behind a board of directors which repeatedly refuses to explain their consistent support for “ALL THINGS KAMPA” while passing all expenses to the MERCED RIVER WATER ENTITLED CUSTOMERS.

When you stop and think about it, it all comes down to when the counties of TUOLUMNE and MARIPOSA started annexing more land into the LDPCSD WATER SERVICE AREA than what the CALIFORNIA PUBLIC UTILITY COMMISSION was prepared to approve!

ESSENTIALLY, THE TWO COUNTIES WERE TELLING THE STATE OF CALIFORNIA & STATE WATER BOARD WHERE THEY WERE GOING TO SERVE WATER THROUGH THE LDPCSD THEY CREATED REGARDLESS OF THE CPUC DECISION OR ESTABLISHED WATER LICENSE RESTRICTIONS!

That larger service area, ALL OUTSIDE PLACE OF USE under the water license of course, 

[aka that massive area that included the future commercial cattle ranch of long time multi-term LDPCSD Director Emery Ross (Gerrymandering of the district permitted NON STAKEHOLDERS to vote in our elections and insured continued dysfunction of the Board of Directors) who started that business with a “liberated meter” after being denied service by the LDPCSD]

was brought into the district by LAFCOs BEFORE THE January 1981 CPUC APPROVAL FOR THE TRANSFER OF FACILITIES AND ASSETS FROM SIERRA HIGHLAND WATER COMPANY TO THE RECENTLY FORMED LDPCSD in AUGUST OF 1980!

VERY IMPORTANT:

Both counties knew the CPUC intended to only approve a

SERVICE AREA which agreed with the

MERCED RIVER WATER

PLACE OF USE UNDER WL11395!

So without a thought for the WATER LICENSE RESTRICTIONS ON THE PLACE OF USE FOR MERCED RIVER WATER – AND EVEN MORE IMPORTANTLY – knowing the LDPCSD had no groundwater wells – both counties expanded that service  area with HIGHLY SUSPICIOUS ANNEXATIONS.

Should they (the counties) not be the ones to bear this substantial GROUNDWATER REPLACEMENT COST rather than the innocent victim property owners of the LAKE DON PEDRO residential subdivision?

Those who purchased property in the LAKE DON PEDRO subdivision have been intentionally betrayed and setup as perpetual victims to cover all additional costs of serving GROUNDWATER to properties that SHOULD NEVER HAVE BEEN ANNEXED INTO THE LDPCSD IN THE FIRST PLACE.

I believe that is fraud (different issue than the technical definition of what constitutes an “ALTERNATE WATER SUPPLY” when Kampa failed to mention the LDPCSD did have a groundwater well providing  water to correct prior  WL11395 diversion violations) because when those in the subdivision pay more for their entitled water due to the added costs in developing groundwater wells and treating that contaminated water for safe consumption, they are paying more than what it would cost to simply deliver their ENTITLED WATER which is one of the primary reasons for the creation of a SPECIAL DISTRICT!  PAY ONLY WHAT IT COSTS TO DELIVER THE ENTITLED WATER SERVICE TO A DEFINED SERVICE AREA.

There are many extra state required processes now (chemical-physical, monitoring, compliance, administrative) due to KAMPA and KOMPANY’s insistence on expanding groundwater service even further.

Where does such absolute nonsense and possible criminal conspiracy stop?

Anyway, thank you Mr. Schimmelfennig for taking the time to attend the meeting and having the courage to voice your opinion.  Although I completely disagree with you, I have more respect for you than I do our Board of Directors and SPECIAL INTEREST MOTIVATED GM/TREASURER.  I hope you continue to attend meetings and encourage other annexed property owners wanting groundwater service to attend and explain their situations.  Were any of you sold “after the fact” annexed LAFCO land with assurances of obtaining future groundwater service from the LDPCSD?   Is that what Peter Kampa told you or others twenty years ago when setting this up?   No doubt there are numerous examples of past, present, and continuing fraud in the drought prone hills of “LAKE DON FRAUDO, CA”.

KAMPA MISREPRESENTS TRUTH AGAIN

 

KAMPA MISREPRESENTING TRUTH AGAIN?  Guess it sounds better than writing “Sneaky Pete Kampa” is a compulsive liar who simply refuses to stop or is powerless to do so.   Either way, trusting Kampa doesn’t make much sense considering his documented background of continued deception and special interest motivation.  Could he be representing the accepted norm in this state’s water industry?  God help the State of California and all its water dependent citizens if PETE KAMPA is an example of the “professionals”in charge of this state’s water issues.

Was “Effective Exploitation of Disadvantaged California Communities – 101” a class he instructed at the CSDA  (CALIFORNIA SPECIAL DISTRICTS ASSOCIATION)?  Does Sneaky Pete Kampa truly represent CSDAs commitment to excellence?    Excellence to what, public deception and special interest high dollar catering?

Why does the LAKE DON PEDRO CSD Board of Directors continue to support Kampa’s obvious untruths?

What does that indicate?

There was little question about the character of outside Place of Use commercial cattle rancher Emery Ross or Danny Johnson who repeatedly voiced support for the plan of  using government grants to expand the special benefit groundwater substitution process for outside land developers wanting subdivision water.   I had sincerely hoped the other three directors might have eventually recognized the disingenuous path our district was on and would have courageously stood up for the three thousand plus property owners of the Lake Don Pedro subdivision and said “NO MORE!”  However, if this latest and continued ABSOLUTE LIE ABOUT THE POU doesn’t do it, perhaps nothing will.   Maybe they are just afraid of making decisions on their own without a character like Kampa to lead them like sheeple?  Don’t they realize their names and reputations are also tangled up with such dishonesty?

Who knows?  But anything would be better than permitting a dishonest special interest motivated character like Pete Kampa to continue the leadership of this district.  THE BOARD OF DIRECTORS ARE NOT LEADING – THEY ARE FOLLOWING and PETE KAMPA is obviously dedicated to selling the  newly developed “EMERGENCY DROUGHT GROUNDWATER” [THE BIG LIE]  to his land developer buddies he worked with 20 years ago to decrease their development costs, increase their profit margins while simultaneously INCREASING THE COST of furnishing water to the legal MERCED RIVER WATER ENTITLED CUSTOMERS of the Lake Don Pedro Subdivision.  Looks more like a video documentary everyday.

UNFORTUNATELY MONDAY’S LDPCSD MEETING PAPERWORK EXCEEDED THE FILE SIZE PERMITTED (EXPECT THIS FOR NOW ON – lol) SO I WAS UNABLE TO POST THE MEETING AGENDA PACKET CONTAINING THE CALIFORNIA STATE WATER ABOARD VIOLATION NOTICE SENT TO GM PETE KAMPA THAT ACCOMPANIED MR. BARTON’S OPEN LETTER TO CUSTOMERS.

I HAVE CHECKED  A COUPLE OF TIMES ON THE LDPCSD WEBSITE BUT CANNOT ACCESS THE MEETING AGENDA PACKET THERE EITHER.

VERY STRANGE – SO I DECIDED I MIGHT AS WELL TAKE SOME TIME TO SCAN THE INDIVIDUAL VIOLATION NOTICE PAGES SENT TO GM KAMPA BY THE STATE WATER BOARD SO THE BELOW PRE-MEETING MESSAGE BY WES BARTON (REFERRING TO THIS VIOLATION NOTICE) MIGHT MAKE A BIT MORE SENSE.

GM Kampa (GM) obviously is answering by spending more consulting money and “doubling down” on expanding

Water use outside of the Districts legal obligation under the State/MID water license/agreements.  Board also has

A Policy restricting “new outside of place” water expansion.  Intent obviously of the grants leading to the drilling

Of wells was for this communities emergency needs not GM and “outside ‘fat cats’” special interest.   GM left

Public employment from McCloud, CA, Sonora, CA, (and probably Los Osos, CA) under  an unfavorable “cloud”

Related to “wheeling and dealing” with the communities’ resources.  [AS documented in said cities news media.]

It appears that GM is following his “normal” pattern possibly hand-in-hand with special interest again attempting

To “rape” LDP community.     Before allowing this “agenda item”, please consider:

1)      This development has 16-1700 lots available to development (over ½) within the original development.

2)      CSD documents show:    year 2005 actual sales volume 220700 ccf (CSD billing units)

                                                 Year 2013 actual sales volume 190600 ccf  (before declared drought: used as base by CA)

                                                 Year 2018 plan     sales volume 132700 ccf

3)      GM recently presented to the Board:   current district population is 2700; 2060 is estimated to be 2910

(will grow 210 people, 109 households next 40 years.  Next to no growth expected.)

4)      As part of “emergency water” study in 2015 by Binkley Engineers (CSD’s life time engineers), determined

First well drilled in 1992 will currently produce at 70 gallons per minutes(gpm); halved for limiting risk to

35gpm.  This translates into 2048 ccf per month [4.7 acre feet(AF)] water production (probably much more).

5)      Using 9 months, 2017 plus 3 months, 2016 current outside place of use volume is 565ccf  per mo

[1.3 AF per mo]           Highest volume month was 1033ccf [2.4 AF].    Decidedly within capacity of original well.

Conclusion:  Per GM, nearly no growth next 40 years and maximum demand (use)  within capacity of original

Well’s capacity to supply.      WHY IN THE “HELL’ DO WE NEED TO INVOLVE THE CURRENT  EMERGENCY WELLS IN A

GM/SPECIAL INTEREST SCHEME ?        Continue to reserve the emergency well water for its intended purpose.

SWRCB plan to include: a)No new “out of place(OPU)” users nor new activities of old users.  Total well use for

                                                   OPU not to exceed original well current capacity.

                                               b)Digitizing plan for required maps only; no ongoing activity: periodic upgrade.  Cost

                                                   not known apx $20-45k plan.   (New fake maps probably would be fraud!)

                                               c)Currently, CSD pays office and CPA in excess of $145k per year for this little business;

                                                   can sure as hell keep up with our limited OPU activities.

Second comment, as to the attempt of this Board/GM to reject the current policy of no new “out of place” users,

Came in the first month (apx) of using the new wells for emergency water for this CSD’s consumption.  The Board

Again voted the new wells to be Emergency Only for the contractual, legal customers of CSD, excluding any new

“out of place use possibilities.

CSD can meet the “violation” requirements within CSD current capacity; DON’T NEED MORE PAGES (& B S), WASTED

MONEY, JOBS FOR CONSULTANTS & OTHER CHRONIES THAT THIS COMMUNITY/CSD HAS PUT UP WITH  FOR OVER

THREE YEARS.                                                                       JUST STOP IT NOW !!!!!!!!!!!!

5. b.c.d.e will discuss together for the intent is to focus on OPU, hire consultants and other cronies, and scatter

Red herrings to cover inability to lead, manage, plan and carryout responsibility of Board (and GM).  Spending CSD

Money and plan for increases is the “icing on the cake”.  Changes to budget include:

a)      Not buying one new truck; interpret limit employees and required work.  Hire more outsiders.

b)      Reduce main replace from 60k feet to 40k because of many leaks; interpret continuing leaks with limited

Employees (above) and hire more outsiders.

c)       Defer connection fee study $15k.  Head off fights with the RE people as related to availability fees and

Raise the $53/monthly fee that water users pay monthly and the vacant lot cost.  Continue to spend

Down any cash remaining after depleting $1.6 million reserves from increasing overall rates by 100 %

5 years ago.  (Watch them, probably can eliminate the 3 acre rule on vacant lots.)

d)      Barge plans, rebuilt in 2010-11 @$45k; rebuilt in 2014-16@$135k; rebuild plan in 2017-18 @$52k for

Twin lakes and some unknown by me amount for KJ engineers.   (CSD received $60.9k grant revenue

Supposedly related to Barge but last year CPA/auditor didn’t define (I don’t know?).

Other CSD Board (and GM) comments concerning budget for the new year:

1)      Hiring for an operations mgr who reports to GM and has operations super reporting to him.  Operations

Supervisor will have 1 employee reporting to him.  YES, RIGHT  1 BOSS w/1 SUBORDINATE w/1 SUBORDINATE

With 1 WORKER.       Office similar, 1 boss w/1boss w/1 pt worker.  This is only matched by the Board giving the

GM the power to select vendors, what is bought at what price, receive and sign checks.  CSD just rehired the

Same In-house CPA/Auditor.    They claim they see no financial control issue with this scenario.  (We should,

Very soon, know about recent acctg/audits.)   Current acctg/office staff pay budget is $145k; operations

        Staff budget @$183k, auditor $8.8k.     Have no idea what the 3rd party maintenance and repair, capital

       Projects, etc. will cost in the end.  (Remember CSD organization above boss over boss over boss + 1 worker;

       3rd month of the year and each month major to significant changes in plan;  but I’m sure it will be many

       Hundreds of thousands of dollars.)  Additionally, last two years we have had “emergency projects”

       Guided by GM, rubber stamped by board that will run $2 to2.5 million dollars net of Grants (maybe)

       $1.3million.  (Grant income includes over $300k from USDA, not received though GM claimed originally

       In January 2017 that it was around the corner.  It appears that maybe USDA is as confused as I am when I

TARA’S TUNE (w/post video update)

 

What can I say? Those of you who have lost beloved non-human companions (the description “pet” just doesn’t come close to describing such relationships) know the sort of pain I attempted to express in my newly awakened method. (Could have made a full length feature out of all the photos and video, but I suspicion the 2+ minutes will suffice to make the point.) I’ve wanted to write about this for a while but it’s just still a bit raw. Perhaps such situations will always remain so. It was a very long goodbye.

Hey, hope you accepted the above the way it was intended.  Here are a couple of after thoughts about a very emotional subject for some of us.

You know, I truly believe our long term canine companions eventually become service dogs without any formal training associated with traditional “service dogs (animals)”.   Sure I could teach her to pickup things I drop, but that would be more like a full time job.  Her penchant seems to be for “memory jogging” and schedule assistance” – lol.    Seriously, why do I believe this?  It’s called routine.  Our “non human companions” are (and not just canines – any conditioned animal) very discerning and attentive about their structured environment (aren’t we all?).   When certain things happen, at certain times, for particular reasons a series of learned/programmed responses are presented to us as a result.    I casually pick up my sunglasses, Liz response:  “Oh boy!  We’re going outside! Where’s my ball?”; tune to a particular program on the television response: recognizes the normal routine and she doesn’t interrupt – until the commercial.  This can be a problem when we have conflicting ideas of what needs to be accomplished during commercials.

Then there’s all those environmental “clues” of situational awareness that we as humans are often oblivious to due to our limited sensory acuity.  I read a dog training book once that stated the sense of smell for canines can be anywhere between 10,000 to 100,000 times greater than ours, which would obviously explain why Liz will suddenly wake from sound sleep, “soft woof notice” something is amiss and instantly stick that nose straight up in the air move her head from side to side to identify the scent direction, then start barking and DEMAND to be let outside.

I have unfortunately, as many of you may have likely done in the past as well, inappropriately chastised my canine companions for doing what they are instinctively meant to do – alert that there is potential danger to her “family/flock”.   I’ve noticed with Liz that if I praise her for “alerting me” (about something I often have no idea what it might be) she stops barking because her job was completed to her satisfaction apparently because I ACKNOWLEDGED HER EFFORTS.  Of course this doesn’t work all the time especially with more threatening (or exciting) situations where she “takes a stand” (cornered Rattlesnake, Raccoon, etc.) and refuses to obey (not good, but understandable) which frequently requires a  “field trip” on my part to the location to assess, correct/ameliorate and dismiss her from further duty – but always with well earned praise.

Heck, even poor old Tara towards the end of that dreaded disease and relegated to her homemade mobile “care bed” in the great room, hoarsely (and weakly) managed to bark that something was wrong – waking  us from sleep one night.  Yup – bar-b-que malfunction with a resulting small fire.  Out of the ordinary = sound the alarm (with the best the poor girl could muster – almost a whispered ghost of a life-tired bark.  Crap.  There go the water works again.

Though nothing to do with the above example, when I think of the mistakes I have made with prior companions because of MY FAILURE TO APPRECIATE WHAT THEY KNEW AT THE TIME, it breaks my heart knowing they were only trying to “educate me” as to what they were smelling, seeing, and/or doing due to my incorrect concept of “proper training”, ie, focusing on just obeying commands while remaining ignorant as to the actual nature and circumstances of the incident giving rise to the companion’s disobedience.  A big mistake by the one who is supposed to be in charge.  (So your dog bolts out of the house and chases a cat and will not obey commands to stop and come back.  You call and call, finally the dog returns (generally huffing and puffing and exhausted from the chase) – but if you scold it for running after the cat in the first place (totally forgotten by now in all the excitement) – you are accidentally punishing them for (in their eyes) returning when you called.  See what I mean?   (DOG: “Geez, it was more fun chasing the cat.  I heard the command, eventually obeyed and returned and what do I get as a reward? – Yelled at for returning when that old bastard called me!”)

[Can you imagine punishing a canine in a “disabled canine wheeled cart” for chasing a cat up the cul-de-sac?  I didn’t have the heart – and was astonished with the success of the apparatus.  Scared the heck out of me too —  way to fast on her first “wheeling” lesson!   But you must understand, that cat had been coming over the fence and nonchalantly walking around TARA’S COMPOUND leaving “territorial markers” everywhere because it knew Tara was immobile and could only bark from a stationary position.  Then one day…….it was worth every penny it cost to see Tara wheeling up the street in “semi-hot pursuit”.   (OF COURSE THERE WAS ABSOLUTELY NO WAY TARA COULD HAVE CAUGHT THE CAT, NOR WOULD I HAVE PERMITTED SUCH, but there was an extra biscuit for my Canine Cart Tara!  And you know?….It did reduce the amount of feline excursions into Tara’s domain.  lol]

 

We are all animals and learn from our mistakes.

Yes it is difficult losing a beloved companion and obtaining another CERTAINLY DOES NOT REPLACE that love for your former best friend but I believe it does permit a healing of sorts by providing another environment and encouraging a similar type of love, caring, and devotion for another animal.    And because we do generally outlive our companions, if our hearts remain open for that (likely) inevitable loss once again, we can enhance that new growing relationship with what we have learned in the past from our other wonderful non human partners.  Of course, it permits committing some of the same mistakes again also.  Case in point:  two morning biscuits are now the “norm” because of innovative successful “canine pleadings” for an extra one every once in a while.  LOL

Liz a good dog and there will be “give and takes” in every relationship.  I’ve spent too much time indoors lately but she has been extremely tolerant and understanding.   (Here’s a humorous observation –  when creating the monthly meeting videos and she hears a particular GM’s voice over the computer speakers going on and on about how for just a little more money such and such can be done….. she gets a look like “great, another week of this Krapa”.)    She’s very intuitive also.

Yup.  Need to get outside today, (even though extremely smoky again) I think Liz has a Possum carcass she’d like us both to roll around on for a while– evidently, her 100,000 times keener sense of smell has picked up on something we just must acquire and wear on our bodies.  Maybe to the next LDPCSD meeting?   lol

PLAYING MR WECs

 

PLAYING MR WECs ?   Merced River Water Entitled CustomerS – of course!

What can I say?  I am still playing around with this editing software and despite the fact much of this antiquated technology was only recently “discovered” (a little late in life to boot)  – so what?  It has still opened another method of expression to augment traditional blah blah blah.   Hey!  I know!   MMM productions? MUSICAL MONTHLY MEETINGS?   Perhaps like a twisted opera?  Designate particular musical instruments (or tunes) to the individual characters of the meeting and then ….  lol   (The “Fargo” series did that, remember?)

DISCLAIMER  Yes.  The sheep could be considered as representing  MR WECs    in some respects, yet in all fairness, how can Lake Don Pedro subdivision property owners be considered apathetic victim “sheeple” if they are not truly cognizant of the issues affecting the situation and them personally?  Yup, situational awareness – a big point in most “confidence crimes” where the victims, to their own detriment, rely on misrepresented information and/or activities furnished by perpetrators of the con game to gain the victim’s trust so as to inevitably “liberate” something of value from the victim “mark”.

“Geez, a perfect victim!” says the blood swollen fat assed mosquito struggling to take flight from your neck due to the added weight of its recently acquired warm liquid meal.

“Bloodsucker Heavy, this is the tower – are you in need of assistance?”

Yup, unaware victims – that sort of crap can go on for ….. that’s right, case in point, for decades.  Rather like embezzlement where only a little of something is taken at a time, but it occurs multiple times over a long period.   The smaller losses do not draw attention and detection as a “con”.

Now multiply the above potential “innocent ignorance” by variables such as special interest motivation, intentional concealment of fact, misrepresentation, disinformation, etc by a local government agency for an even better defense of   MR WECs  not being unjustly labeled a “sheeple”.

Still, I like the sound effects.

Anyway, hope you find something entertaining (or enlightening) about this “Play As You” learn exercise.   Isn’t that the truth?  We pay as we learn, eh?

STILL EXPERIMENTING….”G”……”C”……”D”……… Whoopie!

 

REM?  OPEN  – PAUSE – Blah blah blah – then hopefully the first viewing won’t be interrupted with all that buffering.

Figured I’d pair up some old “chicken shots” with the newest audio mix (I don’t know why but the sound affects of all the animals and stuff makes me smile and laugh – hope it has the same effect for you – sure seems to be enough triggers in life for unpleasant feelings.  Still good practice inserting different things and evaluating how they interplay with others.)

Naturally there are always “critters” passing through the property as fences are just mere obstacles to be passed around, under, over or through.  I’ve seen feral cats, Bob Cats, Raccoons, Possums, Skunks, etc., not to mention a whole sky full of flying animals like Eagles, Hawks, Sparrow Hawks, …of course Vultures, etc.  I do not know what happened Sunday night but it sure put a scare into 4 of the 5 hens.  Walked down to the coop like I normally do talking to them as they prepare for their day’s excitement.  Generally they are pretty excited with all the trilling and clucking, huddled together at the main latched door while “jogging in place” waiting to be let out of the coop for another day’s foraging, exploration, and hunkering down when too hot to move around much.   Monday morning was very different and a first.

All five refused to come out initially.  They stayed close together in the darkest area of the coop and only “quietly” conversed among themselves, but it was obvious they were concerned about going outside due to the constant turning of their heads and apprehensively looking outside for something.  After some coaxing the “lead hen” finally exited and ran up to the traditional “free range area” where I have prepared food and water stations.  (A highlight of their day is in the evening when it rains small chopped pieces of cabbage dropped from the deck railing.  Sometimes crushed Oyster shell or egg shells for the recommended calcium.  Supposed to finely crush the egg shells so you do not accidentally teach them to eat their own eggs.)

Frankly I was shocked when Lucy began getting an early morning treat of cabbage (hoping the others would come running for their share) yet instead of a stampede of waddling hens all I could hear was subdued trilling and clucking from the coop.  Checked the coop video – yep, four hens huddled together nervously looking in the direction of the “raining cabbage” but obviously too afraid to leave.  Walked back and eventually “escorted them” to where Lucy was pigging out.  Made sure they all got their share of cabbage and kept an eye out all day for any sign of traditional predators.  You know, I do vaguely recall around that time (Sunday evening I believe) a Hawk taking flight from one of the Oak trees as I exited outside through the deck slider.  Perhaps the hens saw that nearby departure too?  Who knows, maybe my going outside right at that particular time saved one or two of them from a Hawk attack?

Still don’t know.  They are beginning to exit the coop in the morning a little better but they sure are nervous looking hens as they stay close together before making a run across the open driveway for cover.  Liz seems to recognize the situation as well.  She’s always been good about announcing a fly by or alerting to the “sniff” of a nearby passing skunk.  I’ll keep checking and watching because there are already far too many horror stories on the internet of how people have lost their entire flock to an opportunistic predator. (One guy tracked the trail of dismemberment all the way to the limbs of a tree where pieces of several birds were strewn about stuck in the forks of the branches.  Yuk!   Such is the nature of life huh?  Whether life and death, or domination/exploitation  by others, anything valuable requires protection.

Oh yeah….the website counter – I noticed it was malfunctioning a few days ago- don’t know what to do because I had hope this website might actually turn 1 million hits and would prefer not to loose the total count by screwing around with that “widget”..    The counter on the last website (lakedonpedro through ARHC) also got up to over 750,000+ before my portion of that site disappeared into cyber darkness.  (I had been “given” the free space for contributing to their site but the folks who ran it passed away and once the prepaid time had elapsed -PRESTO!  Everything gone except for what I had backed up on disk or hard copy.  Oh well, at least the total number counter still works.  Always something eh?

OK….video should be ready for viewing about now without those annoying pauses.  Someday I hope to actually have something  presented that viewers might actually enjoy and not just politely tolerate as I struggle to learn.   lol   Kids and older folks huh?  Some very strong similarities there also.  Sure doesn’t take much imagination for me to hear my Mother’s traditional response echoing around in my aging grey matter if I make any comment about my getting older ……

“young man……you don’t even know what old is yet”!

She’s right, but what the cluck – I’m not a spring chicken either.  (Had to go for it!) later!

THERE IS A REASON…..BUT WHAT IS IT?

 

This has been bugging me for a while.  Why did GM Pete Kampa remove from the LDPCSD website the 2014 LAFCo and District approved map illustrating the SERVICE BOUNDARY only to replace it with an antiquated and INCORRECT MAP which left the LAFCO APPROVED  LAKE SHORE RANCH 900 acre proposed subdivision annexation outside the boundary?   Heck, Kampa has been aware of this annexation for 20 years – when working here the first time.   Why repeatedly fail to disclose this information to the public at meetings during outside Merced Irrigation District Place of Use discussions?  Was he concerned such information could be interpreted as the actual motivation for those groundwater wells required to actually develop the property?   There is a reason for all this subterfuge – but what is it?
