Yet still the Lake Don Pedro Community Services District appointed General Manager/Treasurer, Patrick McGowan, steadfastly refuses to provide the Merced Irrigation District shape file map used by Peter Kampa and his “yes board” between 2014-2019 to misdirect and reconfigure the LDPCSD surface water treatment plant into a GROUNDWATER SUBSTITUTION FACILITY/PROGRAM funded with government grants designed and provided to assist existing customers during a state wide drought – and not creating new water services for LAFCO ANNEXATIONS outside the entitled subdivision that KAMPA wrongfully setup 20 years earlier before being caught that first time and quickly resigning (1997) just like he did again in 2019 when his outrageous deceptions were again unmasked through a Notice of Violation of water rights from the State Water Board. phew! That’s was a long sentence yeah? (Think that’s bad? Heck it’s still going on in my head! lol)
Past lying and cheating is only covered up with the current management, and personally, I will never vote for such a rate increase (if given the opportunity) when those responsible for a multi-year betrayal of the majority of legal customers of the subdivision can simply keep their mouths shut while simultaneously having the audacity to ask for more money for projects they should have attempted to fix in the first series of government grants – MIND YOU – with absolutely NO ACCOUNTABILITY FOR THEIR PAST DUPLICITOUS ACTIVITIES in ignoring State Water Law and doing exactly what they wanted in benefit to those property owners outside the Place of Use subdivision that our district owes no legal duty or moral obligation to provide diddly squat – much less our water!
Many years of asking for that MID map at board meetings ignored – and now they want more money without coming clean about what they already did and concealed?
But hey, that’s just me believing there must be some sort of accountability to help prevent the same (or similar) betrayal from happening again, and again, and again.
Obviously you can’t force these people to be honest, but as ratepayers with a needed Proposition 218 vote, we sure as hell can prevent them from obtaining more of our money without some form of accountability for their past illegal activities along with some form of a public guarantee those funds just won’t be misused for outside special interests again.
Consider this – many American citizens across this country are wondering right now how and why our national presidential election could be so obviously – and painfully corrupt, but here’s the BIG CLUE: take a look at our own local “hometown local politics”……absolutely disgusting AND we will continue to receive exactly what we allow.
