CURRENT GENERAL MANAGER/BOARD TREASURER PETE KAMPA has maintained the below map on our LDPCSD website for a long time now and has REPEATEDLY REFUSED TO ANSWER PERTINENT QUESTIONS regarding it, and a host of other contradictory and misleading maps he refers to as legitimate.
Many of these (some quite official looking) maps were created by the LDPCSD during its SPECIAL INTEREST “PLAYTIME WITH MAPS PERIOD” approximately ten years ago when it acquired a GIS (Geographic Information System) PLOTTER (basically a very large color printer) to express their grandiose development plans on paper. Of course many were not accurate, or correctly labeled as “PROPOSED”, “FUTURE PLAN”, or “FINAL DISTRICT APPROVED PLAN”, etc. with a traditional title block including, map purpose, scale, direction, date of creation, dates of revision, entity authorizing, etc. Which map was furnished to a requesting party depended upon who was making the request!

Notice the Kampa statement at the bottom of the above map stating it had been produced by the County of Mariposa?
YESTERDAY I WAS REPEATEDLY ADVISED BY THE COUNTY PLANNING DEPARTMENT DIRECTOR AND LAFCO EXECUTIVE OFFICER that a similar map (below) contained in their 2008 Mariposa County Draft MSR (Municipal Service Review Report) was definitely NOT PRODUCED by the County of Mariposa.
Notice they appear to be the same with the exception the County Draft MSR in the bottom right identifies the map as “Exhibit C” while the title block simultaneously identifies it as “Exhibit B” like the one KAMPA has posted on our website!
No wonder PETE KAMPA CONSISTENTLY REFUSES TO DISCUSS HIS ACTIVITIES.
RECOGNIZE KAMPA’s MODUS OPERANDI? (Method of Operation), KAMPA slips his “fake maps” into varied government systems then, when he requires something that at first blush appears to be a legitimate production and supports his continuing “dishonest activities”, he simply misdirects to another other agency and their “official FAKE MAP on file”.
Diabolically effective yeah?
No wonder everything is so confused with our LDPCSD — INTENTIONAL DECEPTION!
This is why I will continue to suggest that EVERYTHING KAMPA HAS DONE IN OUR LDPCSD REGARDING THE PLACE OF USE FOR MERCED RIVER WATER and LAFCO ANNEXATIONS REQUIRING GROUNDWATER SUBSTITUTION BE DOUBLE CHECKED BY A LEGITIMATE AND TRUSTWORTHY THIRD PARTY.
That’s why KAMPA and his SUPPORTING/ACQUIESCING BOARD OF “DO NOTHING” DIRECTORS continually refused for over a year the common sense suggestion of contacting the STATE WATER BOARD (authority on water license matters) for the LEGITIMATE MAP OF OUR WATER SERVICE AREA PER WL11395 –
KAMPA ALREADY HAD HIS FABRICATED “FAKE POU MAP” in place with the CO-OPERATING GRANT FURNISHING DEPARTMENT OF WATER RESOURCES for a quick “slight of hand” confirmation of his unethical activities.
[REALIZE THE VARIOUS FAR REACHING AND PERPETUAL IMPLICATIONS OF SUCH ACTIVITY? ie, STATE BOARD OF EQUALIZATION AND TAX RATE AREAS BASED ON INCORRECT INFORMATION? INTER-CONNECTED LOCAL-STATE-FEDERAL AGENCIES RELYING ON FABRICATED INFORMATION THAT HAS BEEN INTENTIONALLY ENTERED INTO THEIR SYSTEMS FOR OVER TWENTY YEARS? BAD INFORMATION BOUNCING FROM ONE AGENCY TO ANOTHER? CAN YOU IMAGINE THE SUBSTANTIAL AND UNNECESSARY WASTE OF TAXPAYER RESOURCES AND THE RESULTING CONFUSION WHICH ONLY DEMANDS MORE “PROFESSIONAL MANAGING CHARACTERS LIKE PETE KAMPA” AS TAXES and FEES CONTINUE TO INCREASE FOR THE INNOCENT, YET CULTIVATED MUSHROOM-LIKE CUSTOMER? (GROWN IN DARKNESS AND NOURISHED WITH KRAPPA!)WHERE IS THE ACCOUNTABILITY FOR THIS CONTINUING SPECIAL INTEREST SURREPTITIOUS “PAPER ATTACK” ON OUR DEMOCRACY, SYSTEM OF JUSTICE AND EQUAL PROTECTION UNDER THE LAW?]
I WONDER….is this an established technique approved and taught by the CSDA (California Special Districts Association) to their Board Directors managing other Special Districts or are such behind the scene techniques at public deception and fabrication of “official records” just an effective business generating bonus for their operations and tolerated by individual Directors like their long “serving” Pete Kampa?
Sure makes you wonder about other organizations claiming an interest in assisting special districts with their operations.
Trust is a hard thing to come by in the first place and once broken, very difficult to regain which is a crying shame for those officials truly dedicated to honest public service and the ideals of this Nation.
