OK, I distrust Pete Kampa and for good reason, but the following post, even though perhaps tainted with my own acknowledged potential bias, still just doesn’t seem right – especially for a community services district which has had a massive water loss for decades while simultaneously continuing a war over who has a right to water service per Merced Irrigation District water license 11395 besides the Lake Don Pedro residential subdivision and golf course area.

True, I do not trust anything Kampa has done with this district because of what I have observed him (and his supportive Board of Defectors) accomplish without a hint of accountability.  Increasing costs everywhere possible, returning Post Retirement Medical Benefits; placing Barge in non operational status; budgeting $35,000 for creation of a “FAKE WL11395 POU MAP” as defense for wrongful activities with the intent to ultimately replace the legitimate POU MAP ON FILE in Sacramento, etc.

Since DAY ONE! Kampa  was an  unethically returned former rogue employee with an influential 20 year history with the powerful CSDA (California Special Districts Association), who with others, have greatly assisted in the further exploitation of this “facade of a PUBLIC AGENCY”, in other words, we’ve been essentially “privatized” by cheats who can apparently violate the law with impunity because some of the officials in charge of enforcing the law ARE ALSO APPARENTLY SUPPORTIVE OF THIS CONTINUING FRAUD.

Thank you Democrat, Progressive, Socialist, Left activists for destroying a public agency and continuing the FRAUD AGAINST THE MR WECs of the Lake Don Pedro subdivision while continuing your “REDISTRIBUTION of water service” to those not provided such by law.

EVERY SINGLE DIRECTOR SINCE 2014 has failed one simple COMMON SENSE REQUEST:

Contact the SWRCB about what you and your GM were doing regarding the water license 11395 POU for Merced River Water.

Wouldn’t even make a simple telephone call to request the official map on file with the SWRCB – all because they were going to once again attempt to illegally change that POU MAP but this time utilizing the services of a sitting CALIFORNIA SPECIAL DISTRICT BOARD DIRECTOR (CSDA)_ OF APPROX 20 years to complete the fraud!

I am a stupid man. Why in the world would the “Board of Directors” possibly want a legitimate POU MAP from Sacramento that would contradict exactly what they were/are doing?

Perhaps they believe holding their hands over their eyes, ears, and mouths while out loud repeating the chant “NAH NAH NAH NAH NAH NAH NAH….we can’t hear you” would actually work to confuse and mislead the public as to their individual duplicity in following an individual with a VERY CLEAR AND DOCUMENTED 20 year history of intentionally misrepresenting the Merced Irrigation District (MID) Outside Place of Use Merced River water issue per water license 11395 .

Yes indeed, utilizing the name and resources of the LDPCSD [A SPECIAL DISTRICT] and government grants to develop an “alternate source water” ($400,000 – $600,000 groundwater wells) with which to:

1) circumvent the water license restrictions on water service outside the subdivision by

2) maintaining “water license compliance” with a GROUNDWATER SUBSTITUTION PROGRAM paid for by the thousands of subdivision property owners who do not require “GROUNDWATER SUBSTITUTION FOR MERCED RIVER WATER TRANSFERS OUTSIDE THE SUBDIVISION”, so they could

3) sell more groundwater LAFCO ANNEXATION property owners outside the subdivision who did not want to drill their own private groundwater wells for their own projects!

(There are other reasons for this continuing fraud as well: assisting in the “cover up” that this entire criminal enterprise was orchestrated between county LAFCOS and the previous owners, engineers, and general manager of the Sierra Highlands Water Company some ten years prior to the LAFCOs forming the Lake Don Pedro CSD in August 1980 to essentially

“launder Merced River water” through that district for LAFCO APPROVED LAND DEVELOPMENTS OUTSIDE THE LICENSE PERMITTED PLACE OF USE. Absolutely devious!

Did a little research on the founders of LAFCO and its control of special districts IN THIS STATE OF CONFUSION with their SPHERES of INFLUENCE (SOI -where services are likely to be provided in the future) …. Based on the Cortese-Knox-Hertzburg legislation. (Probably not necessary to point out the fact all were DEMOCRATS.)

Let’s see….LAFCOs were formed in 1963 and in 1969 the CALIFORNIA SPECIAL DISTRICTS ASSOCIATION (CSDA) was formed to assist communities with the rapidly developing……… let’s call it the “special district concept” of:

limited services, to a defined group of people, in a designated geographical area, for only the costs necessary in providing that limited service.

Wild yeah? Every single one of those SPECIAL DISTRICT characteristics was completely destroyed by the very organization (MARIPOSA COUNTY LAFCO and to a lessor degree Tuolumne County LAFCO) which formed the LDPCSD Special District to supposedly continue the (legal) water service to the WL11395 entitled residential subdivision.

Ahhhh, but there’s the catch! The LIMITED WATER SERVICE, to the SUBDIVISION POPULATION, WITHIN THE SUBDIVISION BOUNDARIES, for ONLY THE COST IN PROVIDING THAT LIMITED SERVICE…..was completely ignored and changed by these LAFCOs in order to provide…

UNLIMITED WATER SERVICE, TO ANYONE HOLDING LAFCO ANNEXED PROPERTY, ANYWHERE WITHIN THE SOI THAT LAFCOS DEVELOPED, FOR ANY AMOUNT OF MONEY REQUIRED TO SUPPLY THE WATER OUTSIDE THE LEGAL USE AREA! (Oh yeah…..and paid for by the MR WECS (Merced River Water Entitled Customers) of the Lake Don Pedro subdivision!

WHAT A FRIGG’N FOOTHILL WATER SCAM FOR DECADES!

Can you even begin to imagine the thousands of prospective home builders who (through the last four decades) simply gave up and sold their Lake Don Pedro Owners Association (LDPOA) property at a loss (remember the large property auctions?) due to the corruption of this area by special interest exploiters virtually immune from prosecution for wrongful acts because they were essentially enabled by the local county political establishment exercising STATE AUTHORITY AND POWER UNDER the title of LAFCO ORGANIZATION AND REORGANIZATION?

Just a small step away from “STATE RE-DISTRIBUTION OF RESOURCES” yes?

I’ve been meaning to take a drive over there for a while now when I heard the LDPCSD would be working in the Caracol Circle area which overlooks the golf course.  Prime “view lots” of the golf course and valley. I was interested because years ago that specific area had experienced some DEERWOOD CORPORATION development with two homes not quite “up to par” with state fire regulations due to a substandard roadway which was quickly constructed (many were) to access multiple properties for residential development without the trouble and expense of constructing individual FIRE SAFE DRIVEWAYS as the State of California required in SRA (State Responsibility Area) FIRE SAFE regulations passed in 1991. 

Yes, that’s right, the legislature passed those fire safe minimum roadway standards 12 years before Thomas Porter (RIP) and his DEERWOOD LAND DEVELOPMENT and MORTGAGE CORPORATION began carving up our EXISTING CALIFORNIA SUBDIVISION MAP ACT approved/established residential subdivision with substandard DEVELOPER CONVENIENCE ROADWAYS (specifically for “difficult to develop properties”) with some roads violating up to six separate minimum roadway standards in this designated HIGH FIRE SEVERITY ZONE – all these regulations specifically enacted to prevent loss of life and property due to wild fire based on experience in foothill residential environments.

Recall that my friends Jim and Marion Dean who lived on Alamo Drive (“REMEMBER THE ALAMO FRAUD!”) lost approximately ½ million dollars of their “golden years retirement fund” in a failed attempt to get the County of Mariposa and the State of California to obey their own existing regulations and laws!  (Actually, the Mariposa County Superior Court Judge who ruled against them later lost his own house to fire and the road to that residence was very similar to the Dean road complaint in that it also had a “hairpin” turn difficult for fire equipment to navigate.) The Deans lost their money attempting to compel the government to only enforce its own rules and died with such worries all because of the insatiable greed of others without the slightest concern for the people who will traverse such dangerous roadways in the future. Absolutely shameful – but perfectly acceptable by the DEMOCRAT, PROGRESSIVE, SOCIALIST, LEFT controlling, and destroying, this once proud and prosperous state.  

When the Department of “JUST US” (other states call it the Department of Justice) refused to act on my 85 page complaint regarding PETE KAMPA and his supporters’ activities, Attorney General Xavier Becerra, (through his “Just Us” DOJ), suggested I obtain a lawyer to represent my concerns about the obvious corruption of the LDPCSD. (Creating a “fake POU map” demonstrates pretty obvious intent to violate State Water Law – especially when orchestrated by a 20 year director on the CALIFORNIA SPECIAL DISTRICTS ASSOCIATION with “hands-on experience” in setting up the LAFCO ANNEXED beneficiaries of such continuing fraud!)

WOW! I should risk my financial security with expensive attorney fees to investigate PUBLIC AGENCY CORRUPTION that the DOJ is supposed to investigate with our TAX DOLLARS?

Imagine, I sure didn’t have to look very far for an example of what happens to good people and their money in a special interest land development corrupted environment! County of Mariposa and State of California both ignored their own rules and regulations that were specifically created to protect life and property. What does that tell you about their concern for the “average citizen”?

And for what? Greed! An increased tax revenue stream for allowing potential “great views” with code violating and existing extremely dangerous substandard roads within a CALIFORNIA SUBDIVISION MAP ACT approved residential subdivision. In Califusion, a citizen cannot count on law enforcement if it contradicts the DEMOCRAT, PROGRESSIVE, SOCIALIST, LEFT movement.

Yesterday, when I first saw how the roadways around the Caracol Circle area were cut up for the lateral replacement project (actually the work itself looked pretty to me, but that is not the issue) I immediately thought to myself…..

there is NO WAY EVERY SINGLE ONE OF THOSE OLD LINES/METER BOXES WERE LEAKING!  (Recall when I asked in a meeting about maintenance records of which pipes had the most “band aid” repair couplings and how Kampa was going to choose which lines to replace? Yet the answers could be summed up with……….crickets! lol )

Of course we know from the meeting audio a couple of months ago (representative from the construction company acknowledged the fact) that some of the lines were indeed running to vacant homes and unimproved properties, HOWEVER, it sure looked to me like the far majority of the work around Caracol Circle/Hernandez Drive was primarily performed for vacant lots – many of which are considered “difficult to develop properties” due to steep rock faces, hillsides with driveway/septic system issues. (That’s why in that area you will see “SEWER” metal cap markers on the street, because an onsite private septic system will not work in such rocky steep slopes.

Was this “leaking lateral replacement” actually intended to be some sort of increased selling point for these difficult to develop properties around the golf course? Strange, there was even a pile of real estate signs on the side of the road near the work!

Is this why Kampa refused to answer specific questions about this project such as, how many NON LEAKING LINES ARE ACTUALLY BEING REPLACED? (Could it be that the water loss IS NOT FROM LATERAL LEAKS as KAMPA originally claimed while applying for grants? But since the grants were obtained to replace “leaking laterals” Kampa believes this also means “any laterals….anywhere that might leak later?” A “must spend all the money now, because we are going to be asking MR WECs for a lot more very soon?”

Kampa and his “board of defectors” have told the public that money is in short supply for projects designed to stop our massive water loss,(LAFCO ANNEXATION GROUNDWATER WELLS WERE THE PRIORITY DURING THE EMERGENCY DROUGHT WHEN THE TREATMENT PLANT AND INFRASTRUCTURE WAS IGNORED IN FAVOR OF LAFCO EXPANSIONS)  and another PROPOSITION 218 will be required to again raise the rates and fees for MR WECS (MERCED RIVER WATER ENTITLED CUSTOMERS), so those necessary projects can be completed and the massive water loss stopped.  Oh really?

If this is true, why doesn’t the LDPCSD state in POLICY:  THERE WILL BE NO MORE WATER SERVICE OUTSIDE THE LEGAL WL11395 LDP SUBDIVISION USING GRANT FUNDED GROUNDWATER WELLS INTENDED FOR DROUGHT RELIEF ONLY?

THOSE EXTREMELY EXPENSIVE GROUNDWATER WELLS ARE BEING USED FOR THE EXACT PURPOSE WHICH KAMPA & KOMPANY REPEATEDLY SAID THEY WOULD NOT BE UTILIZED…..FOR THE BENEFIT OF LAFCO ANNEXATIONS AND MAINTAINING LICENSE COMPLIANCE DUE TO WATER SERVICE TO THOSE LAFCO ANNEXATIONS!

WHY? Because KAMPA & KOMPANY have thousands of acres they want to provide FURTHER groundwater substitution to get around the water license…..BUT WHY SHOULD MR WECS (Merced River Water Entitled Customers) of the subdivision pay for something they do not need?  Frankly, I miss being served quality lake water instead of a blended product that had to have arsenic and other contaminants removed.

NEED MORE MONEY?

Does spending precious funds on replacing water lines that don’t leak seem right to you?  I would imagine the argument to do such a thing was, since others in the area are leaking, replace them all in that area since equipment already there. 

However, as most would also probably agree, it is the repetitious on/off of water valves that cause the movement in pipes, so without the perpetual and immediate ON/OFF of water pressure (no household or irrigation…just vacant lots with no meters) would it be surprising those lines were no leaking?

Of course there is road traffic as well, like around the waste water facility where those large tankers were going in delivering leachate from the land fill for disposal at the waste water plant.  Such heavy traffic loads can stress water lines under the ground….heck probably even stressed the Ranchito Bridge that later washed out in that vicinity March of 2018.

I just think it looks very suspicious (especially by someone who has so clearly misrepresented facts in the past), our system losing so much treated and raw water yet replacing non leaking service lines.  (Consider, if there was such an area of massive leaking pipes Kampa & Kompany would have been waving them around as evidence countering the argument of “wink and nod utility thefts for decades”.

Wonder if any new water services are also being installed for these developer convenience roads all over the subdivision on the Mariposa side?  Or outside the water license POU? Recall commercial cattle rancher Director Emery Ross questioning whether his “private water line” OUTSIDE THE MIDPOU would be affected?

Not saying the “blessing” I’m going to explain was anything like that, but it was on television, provided an emotional/spiritual encouragement, was desperately needed, and this (what I sincerely consider a) “blessing” was delivered precisely when I needed bolstering the most.  

The Pannus acknowledgement was disappointing for sure, but again, we are extremely fortunate there are eye drops and other precautionary steps that can be taken to delay the effects.  She already knows I will be her seeing eye human if necessary for as long as I have eyesight – she is a sweetheart and accepts the drops without difficulty.  NO MORE WASTE OF THAT EXPENSIVE MEDICATION!  No biggie, we’ll roll with those punches. 

Then there were a couple of other little inconvenient things that happened which made pursuing a normal routine impossible.  I think writing that check to the County of Mariposa for my property taxes was a clarifying moment, I immediately recalled how my requests for public information were completely ignored – multiple times.  OK, think I know why.  It’s called evidence.  Who knows, maybe those records will never be seen again….or the truly pertinent information, “if” sanitized for uncomplimentary content by wrongdoers, will just vanish?  Why 13 years of such documents missing from the county website, and those that do exist cannot be accessed?  Again, think I know why…. Same theory, it’s called damaging evidence against a county that completely ignored the well-known Merced River water restrictions in Merced Irrigation District’s Water License 11395. 

I oscillate back and forth as to whether my little hand scribbled note on that Property Tax check was childish?  (REM?  “For what?…County ignores public information request”….blah, blah, blah) 

Sometimes I think it was, other times I believe a much longer statement was in order to more adequately express the indignation at not even receiving the courtesy of a “white lie” for a refusal, you know, something like, “Gosh we’re sorry, but we can’t find those documents right now due to a personnel change in the department but we’re certainly looking.  Please don’t call or write to us again as we will contact you when and if the information is located.  Thank you for your continued patience.”

Maybe wrap that polite little refusal note around a rock, tape it up real good, then toss it though a window of my house just to insure proper/prompt delivery?  lol   

Yeah, just a simple little lie to smooth things out a bit, after all, considering the massive amount of lies, false information and disinformation contained in those annexation applications, investigations, and subsequent approvals, you would think one little polite fabrication of the truth to placate a troublesome pain in the asset citizen asking too many questions would be easily doable, yeah? 

Frankly, having witnessed the KAMPA/CSDA (CALIFORNIA SPECIAL DISTRICTS ASSOCIATION) work here in Lake Don Pedro, and carefully reading a former HOOVER COMMISSION report on Special Districts, I am increasingly convinced the CSDA is likely just a long time “planted” FRONT ORGANIZATION FOR SOCIALIST CONQUEST AND DOMINATION OF CALIFORNIA COMMUNITIES THROUGH THEIR SERVICES. Seriously, what is one of the primary goals of a SOCIALIST GOVERNMENT? Control and exploitation of natural resources – can’t get more natural than the quality Merced River water flowing from Yosemite National Park! Just a simple little “REDISTRIBUTION OF WATER RIGHTS TO THOSE NOT ENTITLED”.)

Kampa, with the continuing and substantial support of his CALIFORNIA SPECIAL DISTRICTS ASSOCIATION (CSDA) (and various affiliate/members) and his “yes nodding bobble headed board of defectors” since 2014 has worked to, and been successful at, RE CONFIGURING OUR Subdivision’s SURFACE WATER TREATMENT PLANT –

(designed and constructed to pump Merced River Water from the “surface water” stored in Lake Mc CLure, treat it, store it, and distribute it WITHIN THE RESIDENTIAL SUBDIVISION/GOLF COURSE AREA) –

into a SUBSIDIZED GROUNDWATER SUBSTITUTION FACILITY FOR LAND DEVELOPERS HOLDING TUOLUMNE and MARIPOSA COUNTY LAFCO ANNEXED PROPERTIES OUTSIDE THE LEGAL SERVICE OF WL11395 with the LEGAL 99% OF MR WECs of the subdivision PAYING FOR THIS WRONGFUL ACQUISITION OF OUR TREATMENT PLANT FOR LAFCO/KAMPA PURPOSES.

I am still in shock (especially as a senior citizen who has already expended most of his “physical hard work productivity” in “LAKE DON FRAUDO”) that I would even consider abandoning a lifetime of California citizenship to begin a second attempt at creating a “final home” in some other state. Exciting, but scary. 

Wow.  Where did the years go?  Well, almost 30 of them right here in these beautiful Oak and boulder studded western foothills of the Sierra Nevada mountains with all the corresponding back breaking work of planting trees and bushes, landscaping excavated rock, building sheds, and a house that I had hoped would be my last. 

And all within the supposedly PAID FOR WITH ANNUAL ASSESSMENTS protected residential subdivision of a Property Owners Association with CC&Rs (Covenants, Codes, Restrictions) – a Common Interest Development regulated by the California Civil Code and theoretically enforced through criminal and civil proceedings in State Superior Courts.  (That is if, when your POA fails to protect your interests, you can risk losing ½ a million dollars in court for only asking the County of Mariposa and State of California to simply obey existing law and regulations regarding PUBLIC SAFETY FIRE SAFE ROADWAY CONSTRUCTION REGULATIONS PASSED 12 YEARS EARLIER WHICH APPLIED TO A CALIFORNIA SUBDIVISION FINAL MAP ACT DEVELOPED PROJECT also DESIGNATED A HIGH FIRE SEVERITY ZONE like Jim and Marion Dean did.  

What gall that elderly couple had!  To ask the County of Mariposa and State of California to recognize their rights as property owners and to enforce LAWS AND REGULATIONS THE STATE AND COUNTY PASSED that were being violated by a greed fueled PRIVATE CORPORATION and “baited” hungry politicians looking forward to an increased revenue stream created through uncontrolled development within an ALREADY ESTABLISHED SUBDIVISION, per the California Subdivision Map Act! (Such major changes should have been publicly acknowledged and voted on by the stakeholders.)

Those good folks left this world with such worries all because of those who REFUSE TO PERFORM THEIR JOBS WITH INTEGRITY AND OBEDIENCE TO EXISTING LAW!  Those involved in that particular scam should also be ashamed – but alas, that would first require a conscience!  Just one more example of the current state of Califusion and what is being exported across our entire country!) 

MY DAD WILL ALWAYS BE WITH ME REGARDLESS.

Things sometimes just don’t work out as planned.  My Father passed shortly before completion of this house so he wasn’t able to see what he and Mom had enabled me to develop, but we had already traveled through the various rooms, hallways, and climbed stairs together dreaming of the days he and Mom would be able to drive up for a visit and Dad could hit the golf course.  Yep, a lifetime of golf with trophies, awards, participation plaques are all over the place because I just can’t throw them out, or anything else for that matter because I always envision some future use. (pack rat syndrome to the max remember?)

Anyway, golfing…. I remember as a child going out with Dad and watching as he practiced hitting those little white balls so far away with that familiar “clack” of the club face against the ball at moment of impact.  I especially enjoyed finding the ones that didn’t land in the clearing where intended but in heavy grass or weeds – what a great job!  It was like looking for Easter eggs anytime of the year!  White little dimpled Easter Eggs (many with various “smiles” cut into their tough covers by the “irons”) that my brother and I would scurry about in a rush to find and prove who could find and collect more of the illusive spheres.

(DREAM MUSIC)…..Of course that was before the DPSLA (Democrat, Progressive, Socialist, Left Activist) Courts ruled that anyone participating or encouraging such child activity could be immediately arrested, prosecuted and fined (perhaps even jailed without any representation for very long periods if the golf balls used were obtained from, or illustrated or were in ANY WAY associated or connected with a Donald Trump golf course –lol).  YES I’M KIDDING NOW…..but doesn’t that sound like the DPSLA?  Having “their courts” accept the premise that young children were being exploited by parents/guardians for their youthful energy and free uncompensated labor in gathering practice golf balls?  Innocent little children treated like some kind of dog only trained to retrieve a stick, dehumanizing, disrespectful treatment for impressionable youth?  Lol 

Doesn’t matter that my brother and I had fun helping Dad practice his game.  Perhaps it is all just about how one looks at something, but when you have a group like the DPSL dedicated to always finding something bad in normal every day activities, there will always be problems – because they are intentionally created to distract from what they are truly doing quietly behind the scene…..destroying this country bit by bit, piece by piece……all under the lie that it is best for “THE PEOPLE”.

DPSL wants to change American Government this is clear.

Why?  They say it is unfair to many people without means – yet they support open borders so that population of “have not” is constantly growing while LEGAL STAKEHOLDER AMERICAN CITIZENS (FROM COUNTRIES ALL OVER THE WORLD WHO MAKE UP OUR BEAUTIFULLY DIVERSE AND LEGAL CITIZENSHIP) ARE COMPLETELY IGNORED AND TAXED INTO OBLIVION!

How can elected officials ethically represent non citizens over that of American citizens?  Does that make any sense to you at all?

ANYWAY,                          

I have always considered myself a “quiet Christian”.  Baptized Presbyterian (ha! Spelled it right), but according to some have failed in respects because I should be “spreading the word”, however, I have always considered my beliefs and personal relationship with GOD, much like my vote, private, unless I choose to share with another.  OK, I’m sharing.  (It may be strange, but my high school graduation from a Missionary Academy actually had an opposite effect on me in regards to “sharing my religious experiences”.)

I’ve had a rough couple of weeks of “just thinking” actually.  A little bit of future escape planning and preparation but mostly a lot of frustration, worry, and yes, anger.

 Suffice it to say for the first time in almost 30 years of hard work developing my property and building the house, and even though now considered a senior citizen with my capability for continued hard physical work fading, I have seriously considered the possibility of trading my lifetime of California citizenship and the last 30 years of work for the frightening prospect of locating another home state and attempting to start again to create my second attempt at a “final home”. 

First on that check list?  Absolutely no WORTHLESS POA/HOA! (going for acreage over convenience this time), perhaps even off the grid with a generator and solar.  Also considering one those large steel metal buildings that can be configured into a more traditional, livable and comfortable interior.  “Whose sleeping in the back?”  My truck and motorcycle are on charge.  lol

But then I abruptly spin around like a windsock in a storm……but why leave what I have already spent 3 decades creating?  Never planned on trying to “cash in” on my work, just the opposite – THIS WAS TO BE MY FINAL HOME!  (I wasn’t planning on leaving until the zippered plastic bag arrived for my quiet exit.)

Where was I…oh yeah, religion, since a child I have prayed on a regular basis because it is comforting and something that benefits me, on the inside. Anyway, when I say pray, I don’t mean “OH DEAR GOD GET ME OUT OF THIS ONE PLEASE!”, but rather on my knees on a laminate wood floor – OF COURSE with whatever handy-knee pad might be available..that day’s pair of blue jeans, socks, underwear, whatever, dropped to the side of the bed (watch the belt buckle you stupid *&^%$#! dumb ass! OH that sharp metal belt buckle hurts right in the center of the kneecap when kneeling expecting a soft thread-bare folded pair of Levis jeans! [Paints a pretty darn attractive environment of the floor, yeah? lol] 

And to think……swearing,….. while on your knees …preparing,….. to pray to GOD? …..tsk, tsk, tsk……Bad Bad Bad! Christian!   Where’s that auto-whip design I came up with?    Enough about that other than to say, I figure as blessed as I have been my entire life, the few moments it takes every night for reflection and thanks, the Lord’s Prayer and some requests for blessings for others, is quite appropriate and comforting.

Unfortunately, likely due to the many hours of online land research and resulting sleepless nights filled with crazy dreams about moving or the results of such a move, Tuesday everything just came crashing down.  Rather like a closet with a top shelf where you keep cramming boxes, and various items just to clean up the house and get those items out of sight, I have been stuffing thoughts and emotions on a shelf somewhere in my mind that was also overcrowded, yet each day I continued on stuffing things in an area with less and less available space. Finally getting to the point where you must very slowly open the door and quickly insert the newest “stored item” and close the door to hold it in position.

Tuesday, a door (there are likely many such “doors”) was opened to that “mind closet” where so many things have been stored since 2014 when KAMPA & KOMPANY TOOK OVER AND BEGAN THEIR RECONFIGURATION OF OUR SURFACE WATER TREATMENT PLANT FOR KAMPA’s LAFCO ANNEXATIONS (he set up 20 years earlier), and many of their wrongful activities seemed to just race by one after another, all the lies, deceit, excuses, fake maps, etc, all crashing into the undeniable conclusion this was their Califusion, and nothing could stop Kampa and Kompany because he had spent the last twenty years cultivating influential relationships in the state, like with the California Special Districts Association and it’s members, state legislators, all of it….he was a professional manager and was going to continue……all crashing down to the realization this was no longer my home, the LDPCSD was no longer a public agency, and there was no Truth, Honor or Justice in what they were doing with public funds for private interest and no one cared.

Liz was obviously concerned so I patted her saying “it will be ok” and collapsed in my recliner in front of the television, turned it on, telling her “it will be exciting….who knows, maybe even better”……and then there was this guy….

Going to fight what Becerra did with changing the Gas Tax Initiative to intentionally confuse voters (Classic DPSL) so it would not pass, even going to fight the proposal on a state tax on all water – imagine that TAX with the rate and fee hikes KAMPA & KOMPANY are planning for your right now! Funny, 30 years building the California Dream and people like Pete Kampa make it UN-AFFORDABLE when you’re old and preparing to enjoy your past work.

Yup! I had already placed my order for $50 worth maps for other states. Who knows, maybe that is another “blessing in disguise”?

PS: Although trying to reduce expenses where I can, when you consider what I would likely lose in moving, or even staying and permitting characters like Pete Kampa, to continue expending public funds for his special interest management of a once “public agency”, contributing to an organization like this is relatively cheap. Reform California Chairman Carl DeMaio Blasts Proposed “Water Tax” as Just Another Way to Hose Taxpayers

Carl DeMaio, Chairman of Reform California, blasted a proposal cooked up by Gov. Gavin Newsom to impose a tax on water. The so-called “Water Tax” would be a new tax imposed on every water bill in California and would be added on top of the actual cost of water consumed by each Californian. California already has some of the highest water rates in the nation!

DeMaio is launching a campaign to block the Water Tax from taking effect and is urging all Californians to join is effort.

“This outrageous Water Tax must be stopped because it is just another way out-of-touch Sacramento politicians are trying to hose taxpayers,” said Carl DeMaio. “The Water Tax is unfair and unnecessary and will just be yet another blow to working families who already struggle with high cost-of-living,” DeMaio concluded.

DeMaio’s campaign includes an immediate grassroots effort to contact Sacramento legislators to urge them to oppose the Water Tax. If the Water Tax passes, DeMaio proposes legal action and a possible ballot initiative to reverse the tax.

SWRCB (State Water Resources Control Board) apparently complete with other KAMPA “EU RECRUITED OPERATIVES” WORKING WITH THAT SITTING CSDA BOARD DIRECTOR OF 20 YEARS in a quiet attempt to close an active investigation into KAMPA & KOMPANY ACTIVITIES WITH WL11395; DWR (Department of Water Resources) – WHERE THE FAKE POU MAP RESIDED AND WAS DISTRIBUTED WITHIN THE CALIFUSION WATER INDUSTRY; DOJ (Department of Justice), Attorney General – Governor, both ignore the will and vote of legal citizens, and the former has already demonstrated his integrity and respect for the law and process in Washington DC with his FAKE DNC SERVER being provided to investigating law enforcement officials (who knows what classified information was communicated to “OTHER SUCH ENEMIES OF OUR USA?” – just like good ‘ol HRC!), and a host of other alphabet titled AGENCIES, DEPARTMENTS, blah, blah, blah, … that failed, and continue to fail, to insure and preserve EQUAL PROTECTION UNDER THE LAWS OF OUR COUNTRY for all legal citizens EVEN IF THEY LIVE IN THE CORRUPT PEOPLES REPUBLIC OF LAKE DON FRAUDO~ ……

PS: I have already requested those Kampa emails to the SWRCB from the LDPCSD office. Narrative of email below:

Syndie, during the March 18, 2019 LDPCSD monthly board meeting directors questioned current GM – TREASURER PETER KAMPA about the status of the NOTICE OF VIOLATION by the SWRCB (regarding the submitted POU MAP  Pete Kampa had produced through another CSDA member/affiliate CAD COMPANY in MODESTO, CA). Kampa stated he did not know.   VP Hankemeier asked if the district could send a letter to the state asking why we had not heard anything yet?   KAMPA stated he sends them emails all the time and didn’t want to make them mad.  This response occurred at approximately 52’47” into the meeting. 

This is a formal public information request for all the emails GM KAMPA stated he has sent to the SWRCB in regards to the water license 11395 map issue which apparently continues unresolved as of yet. 

Please notify when copies of these emails are ready for payment and pickup.

Director Emery Ross mentions raw water tank will be paid for in 2013.  So?

Public Comment:

Wes Barton.  Suggested someone call Angels Camp who is attempting to hire septic/water operators at $67,000 -$87,000. Won’t happen.

President Danny Johnson, excited about the possibility of more grant money.  Board needs to plan for the “what ifs?”.  Johnson commented on Ross’s observation that the prior loan would be paid off in five more years for the 1.7 million gallon raw water tank.

NOTE: That is the large tan water tank next to the replacement Administration Office required due to the original office being destroyed by arson in February 2012 during research into the OUTSIDE MERCED IRRIGATION DISTRICT PLACE OF USE WATER SERVICE AND THE CONTINUING SUBSIDIZED SPECIAL BENEFIT GROUNDWATER SUBSTITUTION PROGRAM FOR LAFCO (Local Agency Formation Commission) ANNEXATIONS INTO THE LDPCSD SERVICE AREA with many of them actually set up by our current GM/Treasurer PETER J KAMPA! Yes indeed. 

Peter Kampa set up over a thousand acres of LAFCO ANNEXATIONS between 1994-1997 when first starting his infamous water career here in the United States – as a rogue employee clearly operating outside the scope and performance of his job at the time.  Naturally, all additional costs (which are quite substantial) are PAID FOR BY THE 99% OF MR WECs (Merced River Water Entitled Customers) of the Lake Don Pedro Subdivision, who obviously, do not require GROUNDWATER SUBSTITUTION to maintain water license compliance with the State of California for all the Merced River Water that illegally leaves the residential subdivision for consumption outside the legal PLACE OF USE.  Cute little scam, yeah?  Back to President Danny Johnson…..

Johnson wondered if that (sitting director, and a commercial cattle rancher OUTSIDE THE MERCED IRRIGATION DISTRICT  POU who uses SUBSIDIZED GROUNDWATER SUBSTITUTION FOR HIS CATTLE RANCHING, Emery Ross’s comment of the loan finally being paid off in 2023)  would signal the time to take on more district debt for system repairs and replacement?  If the new grants come through, great, but the board should prepare for the unexpected.  Don’t want to be in the position of failing again (which GM/Treasurer Kampa had acknowledged a couple months back).  Johnson stated he was also excited to see the new engineer at the last meeting.   (But has ANYONE EXPLAINED TO HIM WHAT PETE KAMPA HAS BEEN DOING WITH THE WATER LICENSE ISSUE AND SPECIAL BENEFIT SERVICES TO LAFCO ANNEXATIONS HE SET UP 20 YEARS AGO?) Johnson said they (his comments) were just some thoughts for the “team”.

Director Russ Warren asked how to introduce discussion regarding fire and this insurance thing we got here? Johnson said the director should talk to Pete and set the matter up on the agenda for another meeting.   

I don’t like this merely repeating what is said but I’m in a time crunch. Ah heck! You should probably hear it from the horse’s….(be nice Lewie) mouth yourself.

Regardless of what I may be doing in, or out of the house, I can always count on much “intended assistance” from my canine companion Liz. Yup, always anxious to help in any way possible.

Unfortunately, Liz was recently diagnosed with Pannus, or superficial keratitis, (a progressive auto immune eye disease, which if not treated, could lead to complete blindness) yes, an “out of the blue” heartbreak that emerged quite suddenly like so many things in life inevitably do. What I incorrectly believed to be a common temporary allergic reaction, ie, extra “sleep” and bloodshot eyes, suddenly took on a more serious meaning when I noticed what appeared to be a small “blood clot type growth” in her right eye. That was on a Saturday. Sunday morning the left eye had a similar growth so an appointment was made on Monday morning with our vet.

(After learning of the disease and LATER researching the matter, turns out Liz had displayed the TEXT BOOK symptoms of the disease onset which I had IGNORANTLY BUT EXACTLY recorded in a written report furnished to our Vet on Monday. I kid you not! Until he furnished the disease name and some of the consequences, I had no idea what was going on as it came about so fast. First the right eye was affected at the 10-11 o’clock outside position (not sure exactly how long), but then left eye, 3-4 o’clock position the following Sunday morning!

Factors believed to trigger this disease are the common air born culprit pollutants affecting many animals with eye hypersensitivities: wind, dust, pollen, air born chemicals, smoke, etc., however, UV light (Ultraviolet light) sensitivity has also been linked.

Apparently, as with so many diseases (human and otherwise) traced to autoimmune disorders, Pannus involves the body’s INCORRECT detection of something wrong OR INVADING THE BODY and assistance/repair begins in the form of “vascular tissue” forming in the cornea (the clear part of the eye). As the small capillaries bring blood to the “incident area requiring this “over-board unnecessary assistance” the cornea begins to cloud, almost like a cataract and if untreated will result in complete blindness.

BAD NEWS: NO CURE

GOOD NEWS: Eye drops twice a day will stop the vascular tissue production – but once started can NEVER STOP or the disease returns with a vengeance. Curiously, Pannus is usually associated with RA (Rheumatoid Arthritis) where this vascular tissue (tissue full of small blood capillaries causing the inflammation) grows between the moving joints causing pain and inflammation. Pannus also grows around artificial heart valves – and no doubt in many other situations I haven’t read about or have even been discovered yet.

We started the eye drops immediately and the very next day (Tuesday) progress was observed (sleep like discharge completely gone). Although there appears to be some permanent damage detected it is minor and does not seem to have seriously compromised her vision. I read a number of articles by owners who later discovered AFTER THE FACT that their beloved pet was completely blind, but due to residing and living in the same environment the animal had compensated with the other senses thus outwardly presenting the appearance of an otherwise full vision functioning animal that was actually completely blind!

I felt sick recalling all those days and nights of the thick “fog like” smoke due to the wildfires….and my own firebreak and debris burning. I thought about the many hours poor Liz (in fact all my canine companions) spent outdoors with me in our typically very bright CALIFORNIA SUNSHINE DAYS while working on the property and maintaining landscaping – (naturally with frequent breaks and games of chase!) I felt very guilty as I reflected on my always wear sunglasses yet my best friend had no protection what-so-ever from the bright light. I just took it for granted animals have naturally adjusted. Never considered my best friend also required such protection.

“WE” were discussing the matter that evening (after the morning’s very disheartening diagnosis and our second round of eye drops) Side note: I believe this a blessing in the respect I will be taking better care of my own eyes as a result of caring for Liz since I have been using “drops” for many years and will be less likely to skip a treatment while caring for my companion. We simply take our meds at the same time and relax for a few minutes together!

(Perhaps we will actually avail ourselves to some calming do-it-yourself “Medication Music” for our mutual “treatment time” like Nurse Ratched used on “ONE FLEW OVER THE COO-COOs NEST”? LOL! Actually, she is “accepting” the drops without problem already! Psst…she knows there’s a “cookie” coming afterwards. )

Anyway, that evening on the back deck while evaluating the day’s activities and what our future plans might be, I blurted out: “surely someone out there has created a solution to this UV light problem?”

Liz cocked her head to the side in her classic “highly attentive listening position” when I proposed: “let’s check the internet” – and inside we proceeded for some research.

The realization that assistance was out there actually tested the functioning of my own eyes a bit and the information presented on assisting Liz with the transformation was sincerely appreciated as well as right on the mark!

Starts with just getting use to the goggles. Sniffing, touching, watching me practice putting the lens in, taking it out, changing the lens, stretching the straps, adjusting, etc. Putting them on her, taking them off. Associating “GOOD EXPERIENCES” with the goggles – her first 20 mile truck ride proved they were also useful in protection from insect impacts when hanging out the window sniffing cows!

I even refer to my glasses as goggles, and her goggles as glasses! The other night she was sitting directly in front of me, I also was sitting and leaned over to tap her right lens with a pencil, I then tapped the right lens of my glasses, then tapped her left lens, then my left lens, all the while talking about “GOOD PROTECTION FOR OUR EYES”.

Yesterday, while cleaning up storm damage and routing drainage, I wondered what project Liz was working on at the time? Where is she? So I called her “Lizzie what are you doing?” As usual she immediately responded with a clear answer.

Of course I can always go back at a later time and add the music, but that’s probably not going to happen as that “someday go back to list” seems to keep growing as new ideas emerge. It’s all quite weird actually and I still don’t understand what is happening except for the fact these “traitors” have hit a nerve of recognition – they intentionally violated the law, and that harms our entire system of Justice and Law – even in the current STATE OF CALIFUSION.

The LDPCSD BOD had a sacred public trust that they would obey the law but they intentionally violated it in the name of private Special Interest catering with public funds.

They were NEVER PART of any ethical or legal solution to “save the community from drought”, rather, they only used the drought as camouflage for the underhanded “bait and switch” groundwater wells for a subsidized water service to the LAFCO ANNEXATIONS Kampa set up in the mid 1990s as a rogue employee. Our board of directors did however, successfully illustrate another example of grassroots, local corruption in the FAKE PUBLIC SERVICE ARENA. They served only their own interests.

Let’s see…..really like the new keyboard. Feels “good” to the fingertips and I like the clear crisp sound. Naturally the lighting is quite helpful also at night. Although it was recommended for typing purposes it is also a “game keyboard” so has lots of cool built in formats for game navigation – using lighting assistance. (Apparently the navigation keys differ a bit between popular games and the keyboard can be set up to “highlight” with color only those particular keys. Something I will likely never use, but once again, NEVER SAY NEVER! For instance, if someone had told me years ago that I would be sending a portion of my limited funds to a billionaire “out of the blue President” I would have probably suggested their chronic use of hallucinogens could be extremely dangerous for a healthy functioning brain. lol Who knows? Maybe someone will come up with a cool anti Democrat Progressive Socialist Left Game? Hey, I’ll be ready with my programed navigation keys with assorted background colors! lol)

Anyway, figured I’d save a lot of time (Oak tress are leafing out, things are in bloom and I can hear the weeds growing and giggling out there right now!) and just post the lyrics (I wonder, are they lyrics before the music has been completed, or just intended lyrics? Our citizens are loving and tolerant

Always giving and generally just cool

But the left believes they have played US

For privileged American fools?

Indeed all diversity acceptance

They have secretly and wrongfully weaponized

And are actively using against US

Apparently believe we’ll just accept more

Of their continuing betrayal of OUR HOME

But if shocked by the election in 2016
